Rooney's bullshit in the papers, effectively saying it was an accidental thing that was misinterpreted by the ref. Stupid pug ugly kant - the ref was only a few yards away and had absolutely no hesitation.
Rooney had been left in Downing's trail all game and he got stressed about being made to look ordinary. You could see by how he stood there afterwards with hands on hips that he fully expected to get away with it.
